An anchor for the Arkansas Delta
2026 Civic Hub grantee
Serving the Phillips, Lee, and Monroe counties in the Arkansas Delta, Delta Circles supports a region defined by both extraordinary cultural richness and persistent economic disinvestment. Phillips County is one of the poorest counties in America, yet it is also home to deep resilience and people committed to the place they call home.
Like the Arkansas Delta itself, Delta Circles defies a single label. The organization serves as a technology center, gathering place, business incubator, media platform, and civic anchor. Its initiatives create opportunities for residents to see each other, hear each other, and build a stronger future together.
A Civic Hub for local action

Delta Circles transformed an abandoned school into the Eliza Miller Opportunity Hub in West Helena, Arkansas—a multifaceted civic space with entrepreneurship programs, a radio studio, STEM resources, and community gathering spaces.
The Hub brings together entrepreneurs, youth, Black farmers, faith communities, and first-time civic participants to address challenges such as the digital divide, economic opportunity, Black women’s and youth leadership, and rebuilding the trust that makes collective action possible.
Community impact in practice
When Helena-West Helena experienced a citywide water crisis, Delta Circles immediately opened the Eliza Miller Opportunity Hub as a water distribution center—no eligibility requirements, no program enrollment, just neighbors serving neighbors. That response reflected the organization’s commitment to showing up in moments of both crisis and everyday community life.
Many residents who first came for emergency assistance later returned to participate in programs and events, strengthening trust and reinforcing the Hub as a place where people know they belong.

The opportunities ahead
With Trust funding, Delta Circles will expand the Eliza Miller Opportunity Hub with a hands-on skills training center offering HVAC, carpentry, art design, and innovation programming. The investment will also strengthen the organization’s programmatic and administrative infrastructure, supporting sustained, community-rooted civic engagement and long-term growth.
